Wheelchairs are vehicles, but they're allowed in places where other vehicles might not be, like in sports.

A note to parents[edit]

No player characters are actually disabled, but we feel it's important that players can choose to explore the world through the eyes — or, in this case, wheels — of another. Just like they can choose to be red, yellow, black or white, or dress in “boyish” or “girlie” clothes, a wheelchair is a very identifiable and understandable representation of a physical disability. Allowing players to explore what it is like to be in a wheelchair is a learning adventure.

At the same time, nobody would suggest that players who, in real life, might need to use a wheelchair, should be restricted to one in the game. Like everything else about your character, you can abandon the wheelchair whenever it's convenient.
