Short for Write to ALL OPeratorS

Taken from an Internet Relay Chat expression

Using the Operator Command wallops, any Operator can send an alert to every other operator who's online.

If there are no operators online, this will e-mail the On-Call Builder.

Use with caution, it's annoying when abused ☺

Usage: #(wallops "What to say to EVERYONE")
